As International Relations Advisor at the Oswaldo Cruz Foundation (Fiocruz), a leading public research institution affiliated to the Brazilian Ministry of Health, she was responsible for designing and implementing strategies to accelerate the attainment of the UN Sustainable Development Goals (SDGs). This work encompassed forging multilateral partnerships, providing high-level policy guidance, and producing strategic content to broaden engagement with the 2030 Agenda at both local and global levels.

Cibele has been recognized with awards and grants, including the 'Journalist of Vision' scholarship from Instituto Ling and the International Women's Media Foundation (IWMF) African Great Lakes Reporting Initiative (AGLRI), a program designed to support journalists in pursuing stories beyond the well-established narratives of political instability, armed conflicts, and humanitarian crises in Africa. She has also co-authored two books: China Made in Brazil, covering the history of diplomatic relations between the two BRICS countries, and From Rio to Xingu, exploring Chinese expeditions into the Amazon Forest.
