Since 2014, Stanislas Frossard has been the Head of the Sport Division of the Council of Europe, which includes the Enlarged Partial Agreement on Sport (EPAS) and the Sport Conventions Unit (Conventions on Spectator Violence, Anti-Doping and Match fixing). Since 2008, he has been the Executive Secretary of the EPAS, which is the intergovernmental platform of co-operation of the Council of Europe on sports policies. Mr Frossard started his career in the Council of Europe as an Administrator in charge of the Sport Conventions Unit.
Before joining the Council of Europe Secretariat, he had various positions as an NGO leader, a trainer, an expert and a consultant in the areas of youth, sport, refugees and environment. He namely managed the national referendum campaign to defend asylum rights for the Swiss Refugee Council in 2002, and he has been chief executive of national Youth NGOs in Switzerland.
Holder of a degree in economic and social sciences from the University of Geneva, with a specialisation in international issues at the Graduate Institute of International Studies (Geneva), he also has a Masters in Public Administration from the Swiss Graduate School of Public Administration (Lausanne).
